Climate change vulnerability insights for French local governments

Designed a new platform to help local governments understand their climate change vulnerabilities and drive local dialogue and action.

About the project

Goal

Across France, local governments—whether small towns, intercommunal bodies, metropolitan areas, or regions—face a shared challenge: understanding how climate change will affect their territory and identifying the right levers to respond. Facili‑TACCT is a digital tool meant to help program officers access relevant climate and socio-economic data, build meaningful diagnostics, and engage local stakeholders around actionable, context-specific strategies.

Client

Facili‑TACCT is a startup launched under the Beta.gouv program and funded by the French government. As Lead Designer on the founding team, I led user research, shaped early concepts and user flows, and supported the team in designing the MVP and its subsequent iterations.

Phase 1

User research

I interviewed 19 local government officers and identified two personas: Arthur, a newcomer juggling multiple roles in an understaffed office, focused more on data than on people; and Marie, an experienced representative committed to a thorough vulnerability assessment who values stakeholder collaboration but is unsure how to put it into practice.

Phase 2

Conceptual design & testing

I facilitated several workshops to synthesize insights and align the team around the key user challenges I identified. Next, I developed a series of conceptual designs and flows targeting these challenges. Finally, I conducted interviews to test and validate the initial design ideas.

Phase 3

High-resolution design

The conceptual designs validated during testing helped the team shape the product’s MVP, now live. I then focused on two key areas: developing data visualizations to enhance the app’s curated socio-economic data, and creating a high-resolution design—moving beyond the initial, urgent application of the government’s default design system to better meet users’ needs.
